Legal Question in Family Law in New Jersey

I've lived in nj with my child for a year and she went to visit with her father in Missouri for a few weeks. A few days into her being there he sent cps to my home saying my daughter said my fianc� son asked her to touch his penis. He denied this when the cps in NJ interviewed him. He's 10 and my daughter is 7. Her father refuses to let me see or speak with my daughter in over a month. I filed for custody in NJ since we never married and her father isn't on the Birth Certificate. At the hearing instead of deciding custody the judge told her father to have her back in NJ in 10 days. Cps in NJ says as far as their concerned they are satisfied nothing happened but Missouri CPS says they believe something did. The judge said NJ has jurisdiction. Since the judge didn't rule on custody and just ordered her back to NJ does that mean I get her back? Or will there be another hearing. The judge said no one from CPS or Missouri contacted him.
