does a man who recently left a drug rehab program early and is moving in with girlfriend and her daughter, have any impact on a judges decision during a custody hearing with the childs father?

Good Lord. Yes, if the man has problems, then the Judge will have to take that into consideration. This is a complex area of the law, and it is very hard to predict what the outcome will be for any case. Both parents should have a lawyer to assist them.

If you are saying the man who left rehab recently is moving in with the child and her family member, this man raises a question which the Court must resolve because he is currently part of the child's household. The Court will probably want to evaluate what threat the man could pose for the child.
