marriage rights

i have a friend whos husband tells her if she doesn't pay the electric bill every month he will put her out they have two kids and been together for about 20 years . the place is an apartment they have been living in for about 4 years can he legally throw her out if she doesn't pay electric mind you he pays no bills

Your friend needs to speak to a divorce attorney.

To answer your question: NO.

That does not solve any of her problems, though. She really needs to talk to a divorce attorney and figure out what her rights are.
