Maternal Aunt Has Custody of her ADDHD nephew

Was wondering if I could get child support for my Mentally Ill nephew from he's BIOLOGICAL Mother.See I got awarded custody of him on March 14,2002.And he is living with me and my fiance in the state of New Hampshire.Since he is consider an adult as he is 21 but mentally impaired,can I get child support from his mom or not?And when can I go after it?Meaning month wise.
