Modification of a Child Support Order

Can I have an agreement between my ex-wife and I to reduce the child support amount without going to court? IF so can I submit this agreement to the court for a Consent Order or must I file a motion? The modification would involve emancipating one of two children because she graduated college and recaclulating the new amount based on my Unemployment Insurance as my only income.
