Legal Question in Family Law in New Jersey

I'm a mom of a 19 year old college student. We reside in NJ but she attends school in VA. Her father, whom I never married, is court ordered to pay $50 plus $20 in arrears--a week. He has not paid in almost 3 years. He has another daughter that is 8 years old and her mom just recently got a order for child support against him. I mention this because in my case, a year ago we were ordered back to court..he did not show up and supposedly, a bench warrant was issued for his arrest. Approximately 9 months later, he show up in court with his other daughter's mom yet he does not get arrested. I was told by the mom that they even bought up my case and said they would apply his work information from her case to mine also. I've called on numerous occassions and left messages at the child support agency and mostly have not received any calls back. The few times someone has called me back, I've given them his address as well as his work info (he lives where he work) and telephone number. Recently, he informed me that he was awarded a settlement in a lawsuit for an accident. He asked if I'd drop the child support and allow him to pay me directly--with documents drawn up by his lawyer--because child support has put a lien on his payout. Needless to say, I refused. I write all of this to ask why an arrears amount wouldn't be deducted from his payout and sent to me? Is it possible that he put the payout in someone else's name in order to "drop the lien"? What amount of this lien info would be privy to the child support agency, if any? How long would it take the lien to connect to and pay the child support before forwarding him the rest of the money? I was told of him in October of 2010 about this lien. Is it too soon to wonder what's going on as of March 2011? Please help me. I don't know which way to go next. Thank you in advance.
