Two things:
1. Get a good attorney
2. Call the police if the attorney so advises
She has "legally" kidnapped the child in that she cannot remove the child from the State especially since she doesn't even have custody. You can call me at 732/247/3340 and we can discuss how I can help you. My consultations are always free.

Did she take the child out of New Jersey to Baltimore area? Or is she just planning to starting 8/8/06? Time is critical, you need to get to Court NOW, before she takes him, and get a Court to order that she NOT take him out of NJ until a Judge gets to hear the whole story and decide where he will live.
You should take action immediately, and literally run to Court on an 'emergency' basis. Today.
She is not allowed to do that without either 1. your permission or 2. a court order that says so.
You need a good lawyer, right now. Today is good.
If you would like, give me a call; I am in northern New Jersey. I will discuss this with you; the telephone consultation will be free. I would be happy to help you out.
