You need to get a lawyer. This is serious, and will affect how you and your children live the rest of your lives. Find a decent divorce attorney reasonably near you.
If you would like, give me a call; I am in northern New Jersey. I will be happy to discuss this with you; the telephone consultation will be free.

To lawfully move with your children out of state
he needs your consent or a court order. The court would require that he demonstrate a reasonalbe necessity for his moving.
As for his taking two of three children that is
a bit unorthodox, something the Court might frown
on.

Re: moving out of state
I think this is the most asked question on this site. He cannot just take the kids out of state without a court order. However, since he is only moving to PA, a Judge may allow it. If you want to fight it, I would suggest getting an attorney. My consultations are always free, so call me at 732/247/3340 and we'll discuss your case and I'll give you your options.
Good luck!
