Open adoption laws

I am looking for medical info about my natural parents but am told that I need a lawyer to petition the court. If my reason for petition is not good enough, I can not get my records. I have been diagnosed two times now with ovarian cysts and both times it was nothing major, but I still want to know if htere is any medical problems in my family. I do not believe that my reaons are good enough to get info. What I really want to know is how long has NJ been a closed adoption state? I was adopted in 1971. Is that before or after the closed adoption law came into effect?
