Legal Question in Family Law in New Jersey

In regards to an order. In this regard to alter a judgement of divorce. The order was signed in April 2010 that makes my ex liable for her proportionate share of kids health insurance. And although every year I sent out via regular mail what the costs of the health insurance would be I never received any payments from her. I recently sent her a motion looking for health reimbursement and her lawyer tells me I have no way of getting a judge to comply with an order that dates back to 2010. I want to know if this is true or can orders be acted on 3 years later
