Legal Question in Family Law in New Jersey

I paid the arrears in child support before planning to leave on vacation . Does the residential parent have aright to cancel a vacation if child support arrears is paid prior to vacationing with kids ?

The residential parent must give you the visitation which your court order provides for.

One has nothing to do with the other, unless there is a Court Order or a Property Settlement Agreement which makes one conditional on the other. Parenting time is generally enforced no matter what the situation is with regard to child support payment status.
