Does a parent that moves from the family household to an out of state address, have any custodial rights to the children?

Forget about parental rights to children; the children are not property. The question is what is in the best interest of the children; that is what the Court will consider.
You should visit my website page on child custody to see what is important in terms of determining child custody.

Of course, but without a court order, the out of state parent will hit a roadblock if the in state parent says that the other cannot see the children.
