parent responsibility for child's college tuition

Can the non-custodial parent be made to shoulder some of the responsibility for the child's college tuition so that it does not all fall on the child and custodial parent?

The parents share the responsibility to provide for college education to an unemancipated offspring, to the extent that each is financially capable.

Divorced parents are required to pay for their child's college costs, in accordance with their ability to pay, subject to reasonable contributions from the child and any grants, loans, etc. that may be available.
