Passport for a minor

My ex-wife and I have joint custody of our 14 year old son. It is true that she can obtain a passport without notification to me and without consent?

she can not take the child out of the USA without your consent, but you will have to make sure that this does not happen. If the child lives in NJ, then she can not take the child out of NJ without your consent. Again, you must enforce your rights.

I don't know of any law that says she can't get him a passport, but she cannot even take him out of NJ, let alone the country without your consent or a court order.
