Does he have to pay?

My children are going on vacation with their fraternal grandparents this summer for about 3-4 weeks. Their father says that he doesn't have to pay his child support payment to me while they are with his parents. Is this true?

Unless the Judgment or agreement says anything to the contrary, the obligation continues. You may want to negotiate a reduced amount.
