The owners of real estate are liable for the taxes on same.

it sounds like you have a dispute going on here. the mortgage and mortgage promissory note PROBABLY requires the persons who signed it to keep all taxes, insurance etc. paid up.
that does not answer your question. it sounds like a dispute between owners. Go talk to a lawyer.
