Can a QDRO be used to ''garnish'' a pension?

Basically, no. There are very strict rules pertaining to retirement benefits and they are governed generally by ERISA which is a Federal Statute. I would suggest you consult with an attorney regarding the basis for your question. I would need additional facts as to why you are seeking a garnishment.
