Legal Question in Family Law in New Jersey

I have a question for a friend of mine. A year or so ago DYFS came in and took her children because of their being to many people in her home.She took care of the problem and got her children back,now she is having problems with her in laws calling with false complaints, they have once again taken her children, BUT they have no evidence of any neglect/abuse or anything out of the way. She is attending all of the classes and programs they are recomending for her,and they are very persistant with drug test,3 each week,even though she has NEVER failed even one of them, and last but not least, the thing that gets me the most,is that the children have had bruises and burns all over them and nothing has been done about it! But my question's are, How can they continue to harass her when she isn't doing anything wrong.How can she stop them from doing it, and how can they uproot her children from their happy home to place them somewhere where they have evidence of abuse and nothing be done about it???
