Both parties must sign for there to be an enforceable agreement.

What can you possibly mean? A settlement agreement is signed when you write your name across the bottom indicating that you agree; same for your ex-spouse. It is not a deal, finished and done, until both sign.
Look, you are asking questions that any divorce attorney can answer. And this seems to be only a part of a larger fight of some kind.
If you have an attorney and he/she can not deal with this issue, fire the lawyer. Hire someone else. Today.
If you do not have a lawyer, shame on you. You are just being foolish to do this with no lawyer. Get a lawyer. Now. Before lunch.
