Smoking making child sick

My 23 month old grandaughter has had a constant cough for over a year now from cigarette smoking due to mother and maternal mother and their friends smoking around her.They live in a small mobile home with windows that don't open. Every time I mention how bad her cough is to the maternal grandmother and mother they say the doctors tell them that the babies lungs are clear. I am worried about my granddaughter getting lung damage etc. Are there any laws regarding this matter? The mother and other grandmother just brush me off everytime I approach the subject. I have visitaion with my granddaughter every other weekend by court order. My granddaughters cough sounds like a bark. Can use any advice you can give me.

I think that the court should be asked to appoint a physician to examine your grandchild upon the basis of your observations during visitation.

I would think that your grandchild's custodians should be required to smoke outside of the house just as is required at the workplace.
