Legal Question in Family Law in New Jersey

My son lives lives in New Jersey and he came home one day to find his wife had taken their two children and left a note saying that she is on her way to Florida to live with her mother. My son was was in shock. They had some money problems, but nothing serious that would warrant her to leave like this. Isn't there a law against her leaving the State with the kids against his will. What can he do at this point besides beg her to come back, which he has done.
