Legal Question in Family Law in New Jersey

Hello - My son's girlfriend is having a problem finding an apartment along with her 2 boys ages 6 and 8. Their father died last year and they receive survival benenfits of approximately $750 a month each. The mother is unemployed and living off of these benenfits trying to find a new home for them but can't afford a 2 bedroom apartment and has been told she can't move into a one bedroom and tried to appy for HUD and was told she is making too much money? How can that be for a 3 person family making around $18,000 a year? Is it also a NJ law that with 2 children you must rent a 2 bedroom apartment? She can't afford it. Thanks for your help.

She needs to find a low income housing and get on a waiting list. She should go to the local housing authority.
