In the state of NJ, is there a law pertaining to restrictions on a custodial mother taking children to live in a different state (Florida) after a divorce?

Yes. The custodial mother needs either the authority granted by a court order or the consent of the father.

The non-custodial parent will have to give permission for the move.
However, the custodial parent can obtain the court's permission.
