Legal Question in Family Law in New Jersey

My stepdaughter and her boyfriend (at the time) had a boy over 6 years ago. She and her son (my grandson) live with me and my wife in New Jersey, and my wife and I would take my grandson to see his daddy (the ex-boyfriend) every couple of weeks in Pennsylvania because he cannot drive (no license). Since the ex-boyfriend is now with someone else and they have a child of their own, he has been very reluctant to see his son.

About a month ago, we were all told that he no longer wishes to see his son (and this is not the first time he has done this to us). We are to take my grandson to see his daddy one last time tomorrow so "daddy" can tell him why he will no longer see him. My understanding is that he (and his current girlfriend and their child) will be moving back to their home country in Central America.

I want to know if there is a way to get him to voluntarily terminate his parental rights? I know dragging him to court will be almost impossible considering he is an illegal alien, but since he claims he's moving back, I'm not sure what options we have. We just simply want to pick up the pieces (after tomorrow's bombshell gets dropped on my grandson) and just move on.
