stepfather rights

I am the stepfather of a 12 year old girl. I have been marry to her mother for 10 years. We had have a lot of problems with her biological father in and out of court. Because he so disrespectful to my wife and I we decided to change the phone number. While we was in court he ask if he can install a phone in her room and he will pay the bill. We dont agree our solution is that he puchase his child a cell phone. He disagree, know the court will have to decide. My question is what rights do i have being the stepfather and owner of the house that we live in. Can you please refer me to site were I can obtain a compatent lawyer. ps we have been to court about 20 times with a lawyer twice and it seems that the lawyer we selected have not provided us with relief.
