can you sue dyfs

my children were taken away by dyfs and placed with my mother. while they were in my mother's care, dyfs felt they had the right to remove them several times and place them with foster families. all the charges against my mom were unfounded declared the judge. my children suffered considerably. They told me how they lived when they were in the foster homes i.e. (my son sleptn on a floor, and my daughter's were unable to leave their room)My son is showing more signs of abuse than my daughters. He acts out in school considerably and his therapist believe its from all of this. Can I sue themm on behalf of my kids and can they be responsible if I feel he would be better educated in a private setting.
