Terminating Parental Rights

A woman my husband had a casual sexual relationship with (and by casual I mean 3 times) before we got married has for the past 3 years been consistently claiming that her daughter could not possibly be his. When he asked for paternity test she begged him not to pursue it because he would cause problems between her and her boyfriend at the time. He wanted nothing to do with her so he agreed moved on got married, we have a daughter and one on the way. Turns out the man she claimed was the father was not and since then we have gone to court to do a paternity test as a favor to her. She continued to claim he was not the father but the test has revealed he is. Now he wants nothing to do with her or this child as so many years have passed and he doesnt believe in illegitimate parenting. Another man's name was on the birth certificate another man has been raising her, and now that they are no longer together, she has a new man in her life. What must my yhusband do in order to have nothing to do with her or the child, he feels if he's been treated as a sperm donor thats all he wishes to remain, our family is the #1 priority, can he terminate his rights so he never has to deal with them in his life? The child doesnt even know him. HELP!
