Legal Question in Family Law in New Jersey

Visitation

I have a divorced friend with 2 girls, ages 4 & 8. It is stated in their divorce mediation agreement that the girls' father is supposed to see them every other weekend from Saturday morning to Sunday evening. At the most, their father ends up seeing them once every 6 weeks. He constantly tells the girls and my friend that he will pick his daughters up and then cancels at the last minute. The girls are very affected by this in a negative way. Is there anything that can be done legally about this situation? Does my friend have grounds to fight for full custody and/or receive more child support through the courts?
