Voluntary termination of parental rights in new jersey

Can a parent in NJ voluntarily terminate his paternal rights without someone else being available to adopt the child after the rights are terminated

The child has the right to financial support by both parents. The obligation to support the child can not be "given up." Adoption by a substituting, adoptive parent terminates the status of being a parent and all rights and obligations thereunder.
