my wife had a daughter with another man my stepdaughter and my wife want to change her last name to mine she is 13 what is best way

Will the other man consent to an adoption. If so adoption with consent would be the easiest.
Changing her name will be easy, I have done several of those. Not expensive at all.

"Easy" is a strange word for a difficult situation. The child's father can object to a name change or
an adoption. You should speak to him. Perhaps, it might be better if you wife spoke to the man in
an effort to get his consent to the name change or the adlopttion.
