Legal Question in Family Law in New Jersey

Will

My friend's grandmother passed away and left her with money for college. My friends mother is the executor of the estate but the money was put into a fund for her to attend college on. Her mother is refusing to give her the money for college because she is moving and doesn't want her to leave. Can the mother legally keep my friend from her trustfund that was willed to her by her deceased grandmother? I believe her mother is giving her falsified information and lying to her about the money. My friend is over the age of 18. She is supposed to get 15,000 a year until she graduates, then when she graduates she gets the bulk sum of it. If you would help me help a friend out that would be great. Thank You!
