Cashing Government Bonds by uncle of minors
While my ex wife was in a re-hab program, she gave her brother Power of Attorney. I had (and still have) full custody of my two boys (joint custody prior to re-hab). Over the years, my parents had bought government bonds for our two boys totalling face value $3600.00 The bonds were for each child, with me as the second or benficiary. My ex's name is no where on the bonds. While she was in re-hab, her brother found the bonds in a safe deposit box, and cashed them in (at curent value of $2400.). I have retrieved copies of the cashed in bonds with her brother's signature and POA printed next to the signature.
I intend to get the boys money back. Is this a criminal case- as he clearly stole the money? or is it a civil case- involving fraud (he was not authorized to do anything for the children in the POA)?
How should I approach this? My ex will not cooperate, is aware this happened, but does not have the money.

it is criminal and civil. Report him to the police and file suit against him for the value of the bonds
