Whats legal for Cops in NJ?

I once heard a lawyer say something about the fact that a police cruiser (car) doing speed checks with a radar gun, can not sit on the side of the road at night completly in the dark. That they have to have at least their parking lights on, or it's entrapment? Is this statement true in New Jersey?

Once pulled over, do I HAVE to have a shoulder strap on my seatbelt, or is a seatbelt around my waist enough? Where does one go to get anwers for questions like these in their hometown? How do I see what laws are on the books here in these small summer resort towns at the Jersey Shore?

njsa 39: generally talks about this. It is the mv code in NJ. The local authorities follow the stat stat. so you need to look in the stat stats. NJSA 39: is where it starts
