Legal Question in Civil Litigation in New Jersey

I believe I am living next door to a paranoid scizophrenic (spelling?). She has targeted my self and my husband out for trying to poison her dog because she found a tomato in her yard. I am not making this up. She is telling the neighbors in our area the we are trying to poison her dog and also told one neighbor we suggested to her that he had done it. This isn't the first time she has attempted to start trouble with us. I have three children and she really is beginning to make me fear for my safety. Do I have any grounds for a restraining order on her? How should this be handled?
