noisy neighbor nuisance
how do i stop noisy, rock and garbage throwing, car engine-revving teens from gathering outside my house? cops break it up, but the noisy teens return the following day [or night].

You may have to file charges against them in municipal court. I am not entirely certain that I understand your scenario. Are these kids visiting with the kid who lives next door or are they congregating in front of your house because it suits them?
