Report to Police made Public

Is it legal for a public employee in the course of publc business to write a letter to the police with their suspicions of a private citizen and to then make that letter public, like posting it on the internet. If the police investigate and find nothing must the letter be removed?

If the police find nothing the letter should be removed. Secondly, if the

allegations set forth in the letter

were merely unsupported conjecture an

action for damages based on defamation.
