Small claims suit - where do I file?
A houseguest ran up over $600 worth of telephone bills and agreed to pay them - he has yet to do so and will not return my calls. If I file a small claims suit - where would I file it - in NJ where I live and he visited or in MD where he lives?

You can file in either state. However, if you file in NJ, you will eventually need to get your judgment docketed in MD in order to attempt to collect from the Defendant, unless he happens to have any assets in NJ. Accordingly, if you really want to attempt to recover from him, the fastest method would likely be to file in MD, although I am sure you are hesitant to do so due to the time and effort that it will take to recover a relatively small amount. You may want to contact one of the LawGuru members from Maryland to ask him/her exactly where you should file. You can then contact that Court directly to get the appropriate forms and instructions as to how you should proceed. Good luck!
