Legal Question in Immigration Law in New Jersey

Hello we have been trying for the last 6-7 months to obtain a Visa for a friend to visit us from the Dominican Republic for a week ( or for what ever time we are granted) but we are getting no where on our own. We have flown back and forth from New Jersey to the DR and we have paid all the fees and completed all the forms we were told to complete but we dont know where to or what to do next. Is there somoe who can helps to obtain this visa fr our friend as we are not having any luck following the steps we were told to follow yet we keep paying all the fees we were told we needed to pay.
