can i apply the citizenship

my brother was charged felony theft scheme $500.00,in year 2002,vedrict was PBJ, 1YEAR PROBATION AND FINE 2300.ITS HAPPENED IN STATE OF MARYLAND.the case has been expunged in 2005.my brother got his green card 1997. he has no other problam after 2002.he went to overseas so many times and enter to USA with no problam.can he get us citizenship

He should definitely consult with an attorney before applying for citizenship, so that he understands whether he is eligible, and the risks involved. An attorney will need to review his criminal record, the arrest, the court disposition, etc. in order to advise him of his eligibility.
