which way is better for my brother to come USA?

I am going to file form I -130 for my parents.

My brother is 24 and unmarried.

I want to file for my brother too.

But I don't know which way is better for him.

1) If I file for my brother then he has chances to come here with his family early.( He will get marry in meantime.)

OR

2)If my parents will come here, become US citizen and then file for him and then hes chances to come here early.

First of all. you state that your brother is unmarried.

You then state that he will be married by the time you file for him.

You need to be very clear as to what is stated because if your brother is single then it's him alone that needs to file.

However, if he is married then that will be seen as two people filing.

What is your brother's marital status?

This must be clarified in order to properly answer your query.
