Legal Question in Immigration Law in New Jersey

Canada to the US

Dear Sir or Ma'am:

My friend has a fiancée who is from Canada. He applied for a work visa in December 2004 (this was before they were engaged). My concern is he wasn't heard anything back from INS. I find this to be usual since I've dealt with INS before. What are his options by this point and what could be the problem?
