Legal Question in Immigration Law in New Jersey

My fiance and I have been together for 7 years and have 2 children he is an illegal Mexican alien. We tried to get married a few years ago in NJ and were denied a marriage liscense at city hall because he has no SSN. He provided 5 other forms of identification including state ID and mexican military ID. Can we really not get married we would like to be a real family and can not feel as such until we are married. If we can legally be married here how do we go about it and after we are married what is our next step to insure he won't be deported?

He can still be deported after his marriage.
