Legal Question in Immigration Law in New Jersey

h1 transfer

I came to the US in March 2003 on an H1B visa and since then have not been paid and hence have no pay stubbs. Now, i have found an employer who is ready to transfe my H1 B . I want to know if H1 transfer is possible without producing the pay stubbs. Also do I need to go out of the country to get my visa stamped? And that will I require a lawyer during the process?
