Legal Question in Immigration Law in New Jersey

Imigration law

My wife's father got permanent card,but for emergency he went back to Russia and he living there more than 2 years.How he can legally return to USA.

Unless he has a reentry permit (which should have been filed before he left) then we can assume that he abandoned status and you may need to refile for him. If there was some legitimate basis as to why he could not return sooner then we can explore that option but we would have to speak in detail to address that.
