Is reduced pay while on the ''bench'' legal?

I am working for a company right now that is not paying us the full month's salary whenever we are not assigned to a client. They are only paying us on the weekdays, and this is what they define as bench pay. Is it legal for employers to pay bench pay (i.e. not pay the full month's salary) to H1 B employees?

It is a violation of the law for an employer who has filed a petition for full-time employment to change the terms of the employment to part-time and not continue to pay full-time wages (benching).
