parking lot sign fell on my car
I went to work saturday morning. It was raining and windy. I parked my car in the parking lot of the office building. The parking spot where I parked was facing two parking spots that had ''reserved'' signs. The two signs are supported by metal tubes that are anchored in bucket size concrete blocks. However, I discovered later that the concrete blocks were loose and not anchored to anything. I went into the building and after one hour, I came out to find that the two signs were tipped over by the wind. One of the signs fell on the hood of my car denting it. Who is responsible for the damage to my car? is this an act of nature?

not clear who is liable. property owner, maybe, whoever placed those signs
