Title Insurance refuses to clear title cloud

I have a cloud on my title that Fidelity National Title refuses to fix because they said that they would just issue new policies if I want to sell or refinance. I wnat my title cleared now.

I filed a complaint with the NJ Div of Banking and Insurance but Fidelity National Title's lawyer just responded to NJ with a letter saying that ''title insurance companies are exempt by the terms of the Title Insurance Act from the the Unfair Trade Practices Act (N.J.S.A 17:29B-1 st seq.) and Administrative Regulations adopted thereto (N.J.A.C. 11:2-17.1 et seq.) Therefore, it is Fidelity National's view that it is under no legal obligation to reply to your letter...''

My question is what Government agency does have regulatory auchority over Title Insurance companies?

What Gov agency should I file a complaint to?

Where can I find an attorney to sue Fidelity on a contigency basis. All lawyer want several thousand up front to sue Fidelity. I do not have thousands to lay out for a lawyer.

I need to know what type of clud is on your title. The dept. of Insurance regulates Title Ins. Companies, but it sounds like this should be a simple process to remove the cloud, depending on the nature of it. Let me know what the cloud is and I will tell you what to do on your own.
