What is the legal step by step process to copy already recorded songs onto a compilation CD to be resold? Songs being used are the original songs.

You are entitled to record a previously recorded song, it's called a mechanical use, and requires you pay a given royalty to the writer or AFTRA. BMI SESAC or another collecting agency.
