Non-Commercial Internet Copyright
If there is a site (non-commercial) such as a fan site for a musician or actor - can you publish internet available articles from other sites legally so long as you site the source and link back to the original source document?

No, unless they are not subject to copyright protection (dedicated to the public domain or the copyright is expired). You may, within the confines of fair use, be able to quote from them, but not to copy wholesale.
