Legal Question in Employment Law in New Jersey

If I apply for a government job and I am qualified for the position but a veteran also applies is there a law stating the veteran has to receive the job.

There is no law stating that the veteran must get the job; however, there is a scoring mechanism that awards points to a veteran especially former combat veterans.
